Ci Yuan Hawker Centre, within Ci Yuan Community Club building, is well ventilated and cut off from direct heat from the sun as it is located on the ground floor, shielded by the 3 other floors of the Community Club facilities and perimeter red-white awning shades. Compared with other legacy NEA hawker centres and SEHCs (Social Enterprise Hawker Centres) such as Bedok Bus Interchange Food Centre, Tampines Hub Hawkers and Pasir Ris Hawker Centre, it has the highest ceiling height, brightly lit by high bay lights, cleverly designed layout of stalls that allows natural ventilation from all sides, boosted by celing and 'Big Ass' fans and the wide aisles (probably the widest among hawker centres and food courts) between dining tables that provide sense of spaciousness, good ambience and overall pleasant dining experience. While various hawker centres, such as the Marine Promenade Food Centre at Marine Parade Central, though upgraded recently and food courts such as NTUC Foodfare owned Kopitiam Food Court at Hougang 1 Shopping Mall at Hougang Street 91, recently upgraded the second time, where your hair, clothes and body smell of greasy cooking fumes, NEA must have installed an efficient cooking hood and sufficient capacity exhaust ventilation system at Ci Yuan Hawker Centre adequately designed to handle the greasy cooking fumes substaintially. Having said that, good discipline to switch on the cooking hood, especially when frying food helps manage the greasing fumes at the dining area to a comfortable level.
The hawker centre is among the earliest hawker centres that operate under the National Environmment Agency's SEHCs guidelines. It is ran by Fei Siong Food Management which is one of the 5 SEHCs Hawker Managements - Koufu, NTUC Foodfare, Timbre+Hawkers and OTMH by Kopitiam. Fei Siong has a reputation of deploying well trained, clean and neatly attired elderly Male and Female (some applied lipstick) table cleaning teams at their food centres who are hardworking and efficient; at Ci Yuan Hawker Centre and especially at Fei Siong's Malaysia Boleh foodcourt at the basement, next to NTUC Fairprice, Ang Mo Kio Hub 53 Ang Mo Kio Ave 3, #B2-41/42. The table cloths they used are cleaner than most hawker centres. At Ci Yuan Hawker Centre the used trays and crockery at the tray return stations are always cleared off quickly for washing at the Central Washing Area, leaving the stray return stations empty at most times and keeping at bay, the Crowls, Pigeons and Mynas that invaded many hawker centres.
The plan for the site was for Hougang Primary School which was relocate to No.1 Hougang Street 93. The Hougang constituency, where Ci Yuan is located, formerly led by MP Yeo Guat Kwang was then re-zoned into Ang Mo Kio GRC for the 2015 General Election under new MP Daryl David. On 19 October 2013, Prime Minister Lee Hsien Loong of Ang Mo Kio GRC inaugurated the Ground Breaking Ceremony for the building of Ci Yuan Hawker Centre and Ci Yuan Community Club. At the same time, the construction of 4 blocks of Crimson Hougang BTO flats commenced within same field next to Ci Yuan Hawker Centre/Community Club . The Topping-Up Ceremony took place on 8 November 2014, upon completion of the roof superstructure.
